In the Ulster Province, the previous hard - line "Orange Order" were now split between Conservative Fundamentalism, and the more "improved" New Light Doctrines, which caused Baron Smith to state that, "A spurious and illiberal loyalty, which grows up among the vulgar classes, and which is very turbulent, bigoted, riotous, and affronting, very saucy and overbearing, almost proud of transgression, necessarily producing exasperation, and often leading to the effusion of blood. It is rebellious and insurrectionary, propensity gone astray, and running in contradiction to the channel of allegiance."
The Conservative British Imperial Tory Government in England, invested a descendent of Lawrence Parsons, the English Earl of Rosse who had originally been granted the territory of the Heberian Cianachta O Carroll's, the Kings of Ely and their Castle at Birr in Co. Offaly in the mid - west of Southern Leinster, which had been initially brought about when that particular Heberian Irish Family were also "Outlawed" and their territory there inclose proximity to The English Pale "confiscated" also to the English Crown.
William "Bottomless" Pitt - the Younger was now "out" as the British Imperial Conservative Tory Prime Minister, and Lord Grenville was in as the new"Whig" Prime Minister of the British Imperial Government until 1807 AD and would support Catholic Emancipation.
John Keogh the leader of the Catholic Committee in Ireland now wanted to keep a "low profile," so as to not upset the Ascendancy but Daniel O Connell - the Liberator wanted to continue with "democratic political agitation" to try and bring about Catholic Emancipation, in his opinion while the "time was right" and Daniel O Connell was to win the ballot by 134 votes to 110 at the Catholic Party Conference.
1806 AD - 1833 AD During this period in time, the Ascendancy Evangelical Society, which was to be set up by a "minority" non - Catholic group in Ireland, who were part of the Ascendancy there and who were now on the defensive more then ever, were still trying to "convert" the Irish Catholics in Ireland, while the Ascendancy Church of England itself founded its own "Church Education Society" there to try and bring about a similar result on the Irish Catholic "majority."
1807 AD The British Imperial Conservative Tory Government now under the Duke of Portland was returned to power in England and the "Tories" would now remain in power once again until 1830 AD, and Sir Arthur Wellesley / Lord Wellington, who was now the British "Whig" Chief Secretary in Ireland, who was anti - Catholic, "informed" the Ascendancy's British Imperial Conservative Tory Government that Ireland should be considered as an "Enemy's Country."
In Ireland, in a sign of things to come, a meeting was held in Co. Clare in the north - west of the Munster Province by the non - Catholics who were living there, to demand the "liberation" of all Irish Catholics from the ongoing oppressive ethnic and religious Irish Penal Laws and Daniel O Connell - the Liberator, who was an Irish Catholic barrister from Derrynane Abbey in Co. Kerry in the south - west of Munster, now began to make his presence felt even more in the conflict against the continuing "ethnic and religious repression" that was continued to be carried out by those in authority in the Conservative Ascendancy in Ireland.
William Saurin, who had originally led the members of the Irish Bar "against" the introduction of the Immoral Union, was now to be appointed the British Imperial Conservative Tory Government's Attorney - General in Ireland until 1822 AD.

Henry Grattan
the Anglo - Irish Statesman, who had been the
Irish Patriot Party's leader previously in the
political "Opposition" in Ireland
put forward a "motion" again for
Catholic
Emancipation in the
Westminster Parliament, introducing a proviso allowing
a "veto" over the appointment of
Catholic Bishops,
stating that he had been instructed to do so by the
Catholics themselves, but despite
this defining restriction on religious Catholic appointments it too
was "ejected" in the
Ascendancy British
House of Commons by
289 -
128 votes.
September: The Catholic Irish Bishops, held a meeting to discuss the recent desperate move by Henry Grattan to allow the religious "restriction" on the Catholic clergy to try and gain Catholic Emancipation in the Westminster Parliament, but they "could not" bring themselves to adopt his proposition of intending to allow a "veto" by the Ascendancy British Imperial Tory Government in England, over the general personal "religious life" of Catholics, and the Catholic Committee who had previously been controlled by the more "conservative" elements or "upper classes" under John Keogh, who were too frightened to "upset" the British Imperial Conservative Ascendancy Government, were now in the "decline," and this was to allow the more progressive elements to come to the fore. Daniel O Connell - the Liberator, was to become their "new leader," and he immediately began a "real push" for Catholics to have the right to vote and be represented in the Westminster Parliament. (Emancipation.)

1810 AD The Catholic Committee now under the leadership of Daniel O Connell - the Liberator was by now made up mostly of "progressive" middle class people, who were to once again try and gain "normal reforms" for the population in Ireland from the Ascendancy British Imperial Conservative Tory Government for the Catholic Irish "majority" in Ireland.
Agitation for the "Repeal of the Immoral Union" was begun by the Dublin Corporation, which was a non - Catholic body and Daniel O Connell - the Liberator once again also went on the attack to try and bring this about.
The
Ascendancy British
Imperial
Conservative Tory Government, introduced the
"Unlawful
Oaths Act" to counteract the
Irish
Secret Societies that were
by now "increasing" in response to the
ongoing British Government's "religious, ethnic and
Land Lord oppression" in Ireland,
and due to this increased pressure, the British Imperial Government now decided
to
inform the Catholics in
Ireland, that they would give
them "some rights," providing they
could also "veto" the
Irish Catholic
Bishops who were appointed by the
Pope.
1811 AD The
Catholic Committee, who
had been reconstituted under the leadership of
Daniel O Connell -
the

as to
the appointment of their
Irish Catholic
Bishops.

1813 AD February: The Catholic Emancipation Bill, previously "passed" in the Ascendancy Westminster Parliament in England, containing the "veto" over Catholic religious appointments was "lost" in the committee, when the Speaker, Charles Abbot allowed an amendment "to delete" the clause allowing Catholics the right to be represented in the Parliament, but the Catholic Bishops, "condemned" the Bill anyway, along with Daniel O Connell - the Liberator, for it containing the religious "veto" in the first place, although the "Vatican" had approved it.
James Warren Doyle, became the Irish Catholic Bishop of Kildare and Leighlin in Southern Leinster, who was to be "highly respected" by all, including the Ascendancy British Imperial Conservative Tory Government and the Westminster Parliament who he was to "address" on the Irish Catholic "reform"" issues on many occasions.
A
sign of terrible "sectarian conflict" that was to come in the Ulster Province, when the
"12th
of July
Sectarian Riots"
occurred for the "first time" in
Belfast in Co. Antrim in the north - east
of
Ulster.
1814 AD
June:
As a further sign of blatant "outright bigotry," the
Ascendancy
British Imperial Conservative Tory Government now also
"banned"
the Catholic Board, and
the subject of Catholic Emancipation
was allowed to "disappear" altogether, and although the
Catholic Association
had been
reformed
to try and replace it to continue to gain their rights, they were now unable to accomplish anything more,
due to the "hard - line" stance once again taken at this time by those in
authority in the Ascendancy British Imperial Tory Government
in England now once agin under the Earl of Liverpool.

The number of "emigrants" from the
Catholic Irish
population who were to go to the
"United States of America," previously from
1780 AD, was
still "not
significant" up
until this year, as previously they had "not been allowed"
under British Law to emigrate to there before this date.

forward a plan to "assist emigration" to
Canada, but it was
"not accepted" by
the British Imperial
Conservative Tory Cabinet in England, who believed
firmly in the principal of
laissez -
faire (let the market rule)
despite
this the "shipping lanes" were open once again, and
"mass migration" began as
20,000
people were now to migrate fromout of Ireland to
"America"
up until
1816 AD, with two thirds of these
now being not only non - Catholic,
but
